Dr. Stuart Koe was appointed Managing Director of ICM Pharma in 2014.
Following a two-year stint at the Economic Development Board where he did investment promotion for the Life Sciences sector and contributed to the development of policies and plans for Singapore’s Biomedical Sciences initiative which was launched in 2000, Dr. Stuart founded and served as CEO of internet start-up Fridae.com, a pioneering social network that was the largest of its kind. Steering Fridae through several difficult business cycles, including 2003’s SARS, and the 2008 global financial crisis has made Dr. Stuart a seasoned entrepreneur, with an acumen for brand building and creative solutions that break the mould. Dr. Stuart’s dynamic brand of leadership and unique brand of social entrepreneurship resulted in a front page feature story in the Wall Street Journal and Asian Wall Street Journal in 2003, just 3 years after starting up his company, where he was described as an “entrepreneurial activist”. Dr. Stuart left Fridae.com to join ICM Pharma in 2011.
Since 1995, Dr. Stuart has built up a formidable reputation and is widely respected in the area of HIV advocacy and research. He has served as Co-Chair of APCOM (Asia Pacific Coalition on Male Sexual Health), an international coalition of peak HIV/AIDS organisations in the region, founder of the Developed Asia Network (DAN) for HIV/AIDS, served 2 terms as ExCo member and 4 years as Trustee of Action for Aids (Singapore), and 4 terms on the Board of Aids Concern (Hong Kong). He has addressed the United Nations as a delegate at the UN High Level Meeting on AIDS, a member of UNDP HIV & The Law Commission, and a member of the WHO-NIH Working Group on ART as HIV Prevention in MSM. At the same time, he has published over a dozen widely-cited scientific papers in peer reviewed journals for his research work on MSM behaviour, the Internet, and HIV epidemiology.
Dr Stuart’s vision for ICM Pharma is to grow the company into one of the region’s largest healthcare companies, while continuing to play an integral role in delivering high quality medications and services at affordable prices to Singapore’s fast-growing and dynamic healthcare sector. The company was founded by his father, the late Mr Koe Khoon Poh in 1970.
Dr Stuart Koe holds a Doctor of Pharmacy from the University of Minnesota. In the past, he had Chaired the Singapore Pharmaceutical Manufacturers Council (SPMC), and was Council Member of the Singapore Manufacturing Federation, and had Chaired the Life Sciences Industry Group at SMF.
